Michael Cutler literally co-wrote the book on “Marijuana Licensing in Massachusetts: A Preliminary Guide and Commentary” (2017) with Richard M. Evans. Michael helped draft the Massachusetts adult-use cannabis law, building on his 40 years of advocacy and consulting across the country on cannabis reform, including with the National Organization for the Reform of Marijuana Laws (NORML).
