Inbox: ‘Somerville To Host Forums On Draft Social Consumption Licenses’

City reviewing CCC regulations and seeking feedback to “help shape Somerville’s approach to cannabis social consumption”


With so much drama in the Massachusetts weed world, from the arrest of a prominent sheriff in a dispensary-related pickle to lawsuits hampering the Cannabis Control Commission, it can be easy to forget about the positives. Things like licensed social consumption, for example, which is edging toward reality with every passing CCC meeting.

As the next step in that process, the commission will host an in-person hearing this Monday, Sept 8. The agency notes that “in order for the Commission to diligently complete their work on these regulatory changes, public comment is highly encouraged.”

Leading up to this point, a CCC working group in December 2024 unveiled three different social consumption license classes: Supplemental, for existing Marijuana Establishments (MEs) to add on-site consumption into their operations; Hospitality, for new or existing non-cannabis businesses to host consumption activities in partnership with qualifying MEs; and Event Organizer, for qualifying MEs to organize and host temporary consumption events.

Then, “On July 29, 2025, the Commission voted to approve a draft set of regulatory changes that create a framework to allow for social consumption of cannabis as well as other needed regulatory changes to support the growth of the industry and continued compliance by our licensees.” Thus began “the formal regulatory promulgation process allows for public comment and testimony.”

Throughout the leadup to the public comment period, commissioners have asked cities and towns to start planning for social consumption on their own as well. It takes a village and a state to make this sort of thing go smoothly, and municipalities that want in on the action will have to consider issues such as zoning and the social equity exclusivity period. Per the draft regulations, “Following the approval and implementation of Hospitality licenses, the three proposed models will be exclusive to Social Equity Businesses, Social Equity Program Participants, Certified Economic Empowerment Priority Applicants, Microbusinesses, and Craft Marijuana Cooperatives for 60 months.”

In a commonwealth where countless local officials have fought with, bullied, solicited bribes from, and extorted cannabis companies since the start of the medical program, and where the push and pull continues over Host Community Agreements, it’s no surprise that few town halls have been proactive on the consumption front. But Somerville, it seems, is getting out ahead of things. The city explained in a media release:

The Massachusetts Cannabis Control Commission (CCC) recently drafted three types of licenses allowing for the “social consumption” of cannabis by adults 21 and older in approved venues, similar to those allowing for alcohol consumption. Once these regulations are finalized, communities will be able to choose whether they opt into the new rules. 

In the coming months, the City will be reviewing the CCC’s regulations and is proactively seeking public feedback to help shape Somerville’s approach to cannabis social consumption. These licenses will create new opportunities for individuals and businesses to consume or serve cannabis in accordance with CCC regulations and guidelines. 

To inform Somerville’s approach, Mayor Katjana Ballantyne and the City’s Economic Development division invite local businesses and residents to participate in upcoming forums to learn about and discuss options.
